Investments

For today the main problem directly affecting interests of the consumer is a deficit of transformer capacity of substations and capacity of electric grid. This deficit is aggravated by a constant increase of electricity consumption, active realization of Federal goal-oriented programs in Siberian Federal district and high level of wear of power equipment.
Almost in all constituents of Russia in Siberian Federal District zones of power deficit with centres of power “closed” for technological connection owned both by the distribution network complex and the main electric networks are formed. As a rule, the most actively developing territorial units (republican, territorial, regional centres and industrial districts) are covered by a zone of power deficit. Here the reserve of transformer capacity run out and technological connection of new consumers is impossible without construction of new power objects and reconstruction of the existing ones.
Ensuring of quality and uninterrupted power supply, elimination of deficit and creation of the reserve of capacity in the volume surpassing economic development by 3-5 years, creation of network infrastructure providing full-fledged participation in the market of electric power and capacity and strengthening of intersystem communication are strategic purposes of investment activity of MRSK Sibiri.
To achieve these results a long-term investment program for the period of up to 2012 is formed in the company. Realization of the program will ensure increase of transformer capacity of 4,3 thousand Megavoltamperes and commissioning of more than 2,7 thousand km of power transmission lines.

 

Alexander Antropenko, the director general of MRSK Sibiri:
“The economy of Siberia develops which results in energy consumption increase. If in 2006 the total power according to applications for technological connection was 747,7 MW, in 2007 it increased by 2,5 times, up to 1 886,6 MW. Every year MRSK Sibiri increases its capital investments: in 2007 the investment program of MRSK increased by 2,3 times and reached 4,2 billion roubles. The prospective investment program of the company for 2008-2012 provides for development of capital investment of 53,3 billion roubles”.

The purpose of the investment program for 2008 is introduction of the main funds of about 6 billion roubles with increase of transformer capacity of 309 Megavoltamperes and commissioning of 1,2 thousand km of power transmission lines.
In the environment of intensive development of Siberian regions one of the main direction of investment activity of the company is construction of power centres of 110/10 kV.
Altai Territory
In Altai territory substation “Solnechnaya polyana” will be constructed with transformer capacity of 80 Megavoltamperes. Commissioning is planned in 2010.
Republic of Buryatia
Active development of tourist and recreation zone of the Baikal shore requires construction of four substations with the total transformer capacity of 98 Megavoltamperes by 2012.
Krasnoyarsk Territory
A draft of an agreement of complex development of power industry of the region is prepared with the administration of Krasnoyarsk Territory. By 2012 construction of eighteen substations with the total transformer capacity of 866,6 Megavoltamperes is planned.
Kemerovo and Omsk regions
Kemerovo and Omsk regions are included in the number of pilot projects of realization of the federal goal-oriented housing program. Agreements defining necessary measures of network construction, cost and period of works, sources of finance and responsibility of the parties are made with the regional administrations.
For power supply of pilot sites of complex housing construction in Omsk with the desired load of 610 MW eight new centres of power are planned to be put into operation by 2012.
In Kemerovo region within the bounds of performance of the agreement construction of six substations with the total transformer capacity of 342 Megavoltamperes is planned.
Tomsk region
According to a draft of an agreement with the administration of Tomsk region three substations with the total transformer capacity of 180 Megavoltamperes are planned to be put into operation from 2009 to 2011.
Zabaykalsk Territory
In 2008-2009 in Zabaykalsk Territory within the bounds of an agreement of technological connection a large investment project of power supply of part of Zabaykalsk railway “Karymskaya-Zabaykalsk” providing for construction of overhead line of 110 kV “Krasnokamenskaya heat and power plant” – “Zabaykalskaya” substation of 80 km is realized.
Republic of Khakassia
In connection with necessity to increase reliability of power supply of village consumers substation “Gornaya” of 110/35/10 kV with transformer capacity of 50 Megavoltamperes is planned to be put into operation by 2012.

The main source of finance of capital investment will be payment for technological connection, i.e investment from organizations requiring connection to networks or additional capacity. A large part of investment is attracted and drawn in the places where the main centres of load are located.
Modernization of networks will have a positive impact on quality of electric power and will allow creation of necessary reserve of capacity on substations and avoidance of power deficit for new and existing consumers.
